In our 2025/26 Financial Conduct Report, we committed to better understanding opportunities and challenges in relation to the accessibility of financial advice in New Zealand. As a result, we carried out a review of access to financial advice.
We have published our findings in two volumes. Together, these reports provide a fuller picture of where advice is accessible, and where there is scope to do better.
Challenges and opportunities for the financial advice sector
This report presents findings from our engagement with the financial advice sector, focusing on challenges and opportunities relating to consumers’ access to financial advice.
Throughout the report, we highlight questions that the FMA will explore further with the financial advice sector, to support practical outcomes that can improve access to advice.

Consumer research findings
This report presents findings from a consumer research survey that was undertaken as part of the review. It explores New Zealanders’ perceptions of financial advice, where they go for information, how demographics shape their choices, and how digital tools are influencing behaviour.
